Foreword

I am pleased to present the LANDFILL ZERO (LFZ) Business Plan for 2022/23. LFZ is an Unincorporated Association and has been in operation since 2021.

The LFZ Board is made up of a Chair and three fellow Trustees. We aim to serve the public by tackling serious national and regional environmental issues connected to Landfill Zero in the United Kingdom.

Our main funding at present is sourced from the private funds of the Trustees. Currently, we have a fund of £5,000.

LFZ will work with stakeholder partners and governmental departments such as the Environment Agency and local authorities on projects that utilise the Localism Act to support the commissioning of circular economy models within local authorities.

I would like to extend my thanks to all the organisations and individuals that LFZ has worked with for their support. The year 2021 was difficult for everyone because of the COVID-19 emergency, and its impact has continued to affect our work and future planning.

One of the impacts of COVID-19 is that we are still awaiting anticipated changes that may affect LFZ. We also recognise the ongoing challenges faced by local authorities due to stretched resources, resulting in increased demand and expectations of LFZ.

Strategic Objectives

Our strategic objectives remain similar to those in 2020, as they continue to represent the long-term objectives and functions of LFZ.

Objective 1

Provide a framework for the effective sharing of intelligence to identify and tackle emerging problems and support LFZ services across England.

Objective 2

Ensure effective delivery and coordination of services in relation to serious landfill problems, especially fly tipping and landfill disposal.

Objective 3

Deliver programmes to address fly tipping issues and help ensure the protection and safety of local land.

LFZ will continue to demonstrate the importance and effectiveness of LFZ:

  • Engaging with partners and raising awareness of compliance and ethics.
  • Working with Local Government and retail operators.
  • Maintaining close relationships with regional interest groups.
  • Maximising support through SEPP membership.
  • Creating a national picture of LFZ achievements.
  • Providing public access to LFZ information.
  • Responding effectively to external factors and policy changes.

Strategic Priorities 2022

A Strategic Assessment was undertaken and, using the evidence provided, together with the work commissioned by the Social Justice Group Campaign, the Board agreed that the key priorities for 2022 would be:

Doorstep & Cold Calling

Tackling unfair and misleading practices through awareness, monitoring and stakeholder cooperation.

Fly Tip

Addressing illegal waste disposal and protecting local communities and environments.

Environmental Grants

Supporting environmental activist organisations through grants and partnership activities.

LFZ will respond positively to requests from stakeholders where the LFZ model can effectively support new areas of compliance work. Particular attention will be given to addressing the unlicensed depositing of recycling banks.

LFZ has developed objectives that underpin its strategic goals. Detailed actions are contained within the National Strategy, determining how initiatives are allocated to deliver outcomes and activities.

Objective 1

Provide a framework for identifying and tackling emerging problems while supporting stakeholder partners.

We will do this by:

  • Making informed decisions by capturing, analysing and using available information.
  • Promoting the Information Operating Model nationally, regionally and locally.
  • Actively sharing information with SEPP and other partners.
  • Developing information portals to support intelligence-led initiatives.
  • Identifying emerging problems and supply chain gaps.
  • Providing an LFZ information network with regional bloggers and social media volunteers.
  • Allowing local authorities direct access to LFZ systems and frameworks.
  • Providing updated eLearning and operational training materials.

Objective 2

Ensure effective delivery and coordination of activities and raise stakeholder awareness.

We will do this by:

  • Providing a network of LFZ Regional Support Teams.
  • Supporting regional and national activities that address environmental harm.
  • Educating individuals and organisations engaged in poor environmental practices.
  • Supporting educational programmes that promote best environmental practices.

Objective 2 (Continued)

Ensure effective delivery and coordination of activities and raise stakeholder awareness.

We will do this by:

  • Providing an LFZ Support Team to tackle consumer detriment caused by poor environmental practices.
  • Providing national expertise in the prevention of poor environmental practices and developing digital platform capabilities to support best practitioners.
  • Expanding the “Friends for Environment” initiative to encourage community participation.
  • Providing Local Authorities with a regular newsletter programme to support the continued success of self-regulation.

Objective 4

Deliver a programme of advice and support for Local Authorities in relation to Waste Prevention.

We will do this by:

Working with the retail sector to improve recycling standards.
Issuing guidance and advice for the public, businesses and enforcement authorities.
Providing a single online information portal for consumers and local authorities to verify compliance and membership status.
Supporting environmental best practice through training, guidance, enforcement toolkits and e-learning platforms.
Allocating grant funding to suitable projects that improve environmental behaviour in England and Wales.
Working with industry partners to increase the availability of recycling information and help consumers make informed decisions.
